January
Budget Code of the Russian Federation came into force, which stipulated main principles of Russian budget legislation, legal aspects of budgetary system functioning, status of subjects of budgetary relations, etc.

One of the year's crucial events, which made GScs market attractive for investors, was implementation of the project for enabling dealers to connect their remote workstations with external software and hardware in the form of "gateways", so investors were entitled to receive on-line information from trading sessions, generate bids of GScs buying/selling by themselves, and enter such bids into the system via their authorized brokers.
July, 20
New mode of wholesale trading in large indivisible GScs lots was introduced on the market. Transactions with such lots were made possible during the second daily trading session with off-system status. Also opportunity to conclude off-system deals during closing time by weighted average prices by results of secondary trading was restored.
August
When new version of automated Workstation was introduced with "System of Negotiated Deals" mode, dealers were entitled to look for their contracting parties and to negotiate with then on terms of off-system deals, which could be concluded by means of Trading System.
Year Outcome: total turnover of the market dropped to 230.15 billion RUR. Auction turnover accounted for 15.30 billion RUR. , secondary trading turnover accounted for 184.91 billion RUR.
