Delayed and End-of-Day Information on Trading on MICEX with the Possibility of its Further Re-Dissemination
To develop a civilized business information market, protect investors’ interests, and guarantee the reliability of disseminated exchange information, the Moscow Interbank Currency Exchange (MICEX) suggests that all interested persons (including brokers and information intermediaries) should form binding contractual relations and exact payment for re-disseminating certain kinds of exchange information among third parties, or, in case of open access placement, on the basis of the fees developed by MICEX as a result of multilateral consultations with information agencies and professional market participants. The basic fee is 6,000 rubles (VAT excluded) per month for services related to providing a specific kind of information on any MICEX market.
Please note that MICEX’s proposal only relates to the re-dissemination of information. The issue in question does not include cases of receiving and using online exchange information for purposes related to direct participation in exchange trading (entering orders, making trades) and transferring online exchange information by MICEX traders to their clients working on MICEX via Internet Bridges (if the relevant contract for providing brokerage services has been executed), since these relations are regulated by the Contact for Providing Technological Access to the MICEX SHC.
MICEX suggests that all interested organizations should execute a contract by which the Exchange will provide information services, including the ability to use all delayed (and/or end-of-day) MICEX exchange information, or a portion thereof, in their own Internet products and on their own websites and use online exchange information for calculating their own indices and other parameters.

To protect MICEX’s rights to its proprietary information and to prevent violations of MICEX’s rights of ownership of its information resources, as provided for by the Federal Law of February 20, 1993 No.24-FZ on Information and Information Protection, MICEX plans to take measures aimed at supporting companies that observe the requirements of the law when re-disseminating exchange information. MICEX will report the names of organizations (MICEX partners in disseminating exchange information) that have executed contracts with MICEX to the general public on a regular basis via its printed and electronic publications, including its corporate website, recommending them as official sources of exchange information.

Information on companies violating MICEX’s rights to its proprietary information will be brought to general knowledge and the Exchange will take any measures provided for by Russian law to protect its interests.
