1. How can I receive the standard Contract of Accession to the Rules of Electronic Document Circulation for signing? Where can I find the forms of the Application for an Electronic Signature Key Certificate, the Power of Attorney for the Electronic Signature Key Certificate Holder, and the Power of Attorney for Receiving Documents, Hardware, and Software?

The forms of the documents listed above are available in MS Word on the MICEX website in the Documents section.

The Contract is to be signed and sealed in two copies (without indicating the data and registration number) and delivered to MICEX Security Services to be signed by MICEX. Other documents are to be executed in one copy and delivered to MICEX Security Services. All documents must be either delivered through the MICEX Dispatch Department or sent to the following address: MICEX Security Services, 13 Bolshoy Kislovskiy per., 125009 Moscow.

2. How can I pay for the Certificate Management Center’s services?

The CMC will issue you the invoice for its services upon receiving the necessary documents (the Contract of Accession to the Rules of Electronic Document Circulation and/or the Application for an Electronic Signature Key Certificate or a request for issue of the certificate in the form of an electronic document). You may also generate the request for issuing an invoice with the list of chargeable services on your own. The procedure for paying for the CMC’s services in that case is available on the MICEX website in the Payment for Services section.

3. What should I do if I forgot the identifier and password for entering the Registered User’s Area to make a regular payment for CMC services?

Call +7 (495) 745–81–20 or +7 (495) 745–81–42 and ask them to initiate the procedure for generating a new password and send you the identifier and new password to the e-mail address you specified at the time of registration.

4. What should I do if I lost the paper document issued with the CD-ROM with the individual serial number and activation key for the Verba-OW cryptographic information protection facility?

Call +7 (495) 745–81–20 or +7 (495) 745–81–42 and ask them for your serial number and activation key.

5. Where can I find the necessary instructions and latest versions of the software for the MICEX Electronic Document Circulation System cryptographic information protection sub-system (MICEX EDCS CIPS)?

The necessary instructions for installation and setup as well as distribution kits with the software are available on the MICEX website in the Software section.

The distribution kit for the Verba-OW CIPF is not available on the website due to restrictions imposed on free distribution of certified CIPF by the governing body (the Federal Security Service of Russia). 6. Why am I unable to access the network certificate reference guide in the Certificate Reference Guide program?
а) Make sure that the network reference guide access line in the Certificate Reference Guide program reads: ldap://vcert.pki.micex.ru/DC=pki,DC=micex,DC=ru.

b) Users working in the MICEX corporate (trading) network should make sure that the DNS server address 195.4.1.11 is added to the configuration of the TCP/IP network protocol and Port 389 is opened in the telecommunication facilities used by the EDCS participant to work under the LDAP protocol.

c) Users working over the Internet do not have to change any additional settings; they only have to ensure that Port 389 is opened in the telecommunication facilities used by the EDCS participant to work under the LDAP protocol.

7. Why do I have to wait so long for information after addressing the network reference guide?

With a standard installation, the first line in the access list for network reference guides in the Certificate Reference Guide program
ldap://vcert.pki.micex.ru/DC=pki,DC=micex,DC=ru
ensures that ALL certificates placed on the network reference guide are received (thus, if the network reference guide contains 10,000 certificates with an average size of 1.5 kB, the total volume of information to be transmitted is approximately 15MB and its transmission takes a long time).

To limit the volume of transmitted information and reduce the transmission time, you can indicate the organization for which the certificates are to be downloaded in the access line for the network reference guide.

ensures that ALL certificates issued to MICEX authorized representatives (O=MICEX) are received.
To reduce the wait time for information from the network certificate reference guide, you can also change the procedure for displaying information from the network reference guide. To do so, right-click on the network reference guide access line, select Network Reference Guide Settings in the menu, and check the field “View the Reference Guide in the ‘Tree’ Form”.

8. How do certificates of other EDCS participants find their way to my local reference guide?

The EDCS specialized client workstation software (for example, the MICEX Settlement House Electronic Settlements System’s “MICEX SH EDCS Client” client workstation) ensures that the necessary certificates of a party are automatically uploaded to the local certificate reference guide in the presence of access to the network reference guide.

In any other case the user has to export the necessary certificates on his own from the network reference guide to the local one using the Certificate Reference Guide program or he can receive the certificates from the CMC via e-mail and then import them to the local certificate reference guide.

9. What should I do to receive the reports provided for by the Rules of Trading of a MICEX Section in electronic form?

а) Execute the Application for Receiving Documents as Electronic Documents and submit it to the relevant MICEX Section. Based on the application, your mailbox will be opened in the MS Exchange server, through which information can be exchanged; you will be also provided with an identifier and password for connecting to the mailbox.

The application forms can be found here:

  • for trades in government-backed securities;
  • for deposit / credit trades with the Bank of Russia;
  • for the MICEX SE;
  • for receiving reports on clearing activities in the MICEX stock market;
  • for the Currency Market Section;
  • for the Derivatives Market Section;

b) An electronic signature key certificate valid in the relevant market is to be generated for your authorized representative.

c) The required software is to be installed and set up in accordance with the instructions.

10. What software is used for dealing with the reports provided for by the Rules of Trading?

Two kinds of software may be used to perform decryption operations and check the electronic signature for reports:

а) the interface complex for working with MICEX EDCS CIPS (MICEX EDCS CIPS Extensions);

b) a specialized program for preparing, viewing, and printing documents in the MICEX EDCS.

In the first case, decryption and checking the electronic signature for a document file are accessible to the user via the contextual menu system in Windows Explorer; a document can be viewed and printed with the help of any text editor.

In the second case, a specialized program (Micex-eDoc Client) is used for decryption, checking the signature, viewing, and printing.

The distribution kits of the above software are available in the Software section of the website.

11. Why does the MICEX EDCS software warn me at each startup of the expiration of my key’s validity?

This enables you to generate new cryptographic keys in due time and perform scheduled replacement of the keys. Using the Certificate Reference Guide Program, you can change the number of days between the expiration of your keys’ validity and the software’s expiration warning.

ATTENTION! In addition to the expiration of your keys’ validity, your power of attorney for working with electronic signature key certificates may also expire. Please do not forget to deliver a new power of attorney to the Security Administrator in advance.
