The Board of Directors of the MICEX Stock Exchange decided on 16 June 2006 to put common shares in Rosneft (state registration number 1-02-00122-A of 29.09.2005) on the MICEX SE▓s Quotation List ⌠B■.

Quotation List ⌠B■ is for issuers who make the IPO of their securities by open subscription with the help of a broker and issuers who offer their securities for public circulation via the Exchange or involving a broker. Quotation List ⌠B■ is used for effecting transactions, connected with this offering, aimed at alienating shares.

Rosneft will be the first company to have its securities on the MICEX SE▓s Quotation List ⌠B■.

The Board of Directors of the MICEX Stock Exchange also established the size of the MICEX SE fee charged for services related to putting shares on the MICEX SE▓s Quotation List ⌠B■, performing expert examination of shares and the evaluation of the issuer.

Beginning from 19 June 2006, the MICEX SE charges the following fees for putting shares on the MICEX SE▓s Quotation List ⌠B■:
