Licenses

To get the exchange intermediary license, the applicant should present to the FSFM following documents:

1. The Application for licensing on the applicant’s letterhead in the form presented in Appendix No.1 to the Regulation on licensing the activities of exchange intermediaries and exchange brokers to trade commodity futures and option on the exchange market;
2. Copies of the applicant’s constituent documents with all duly registered amendments thereto;
3. A copy of the certificate of incorporation in the Unified state register of legal entities;
4. A copy of a document certifying the applicant’s registration in tax authority on the Russian Federation territory;
5. Copy of the balance sheet of the last reporting date (except for applicants that have been conducting their activities for less than 3 months), signed by the head of the entity and the person in charge of accounting and sealed;
6. A document confirming payment of the state license fee for issue of the license by the federal executive authority of financial markets.

Only documents provided according to the Regulation on licensing the activities of exchange intermediaries and exchange brokers to trade commodity futures and options on the exchange market may be required from applicants.
The federal executive authority of financial markets registers all documents provided by the applicant to obtain the license.

Please Note:

The applicant must deliver the full set of documents to the FSFM in his own name (personally or through an authorized representative of the applicant’s employer organization).

The license is issued for an indefinite term and constitutes an official document in the established form, authorizing the performance of the activities specified therein and determining the conditions for performing such activities.

The federal executive body of financial markets (FSFM) makes the decision of issue or refusal to issue the license within 30 days of the date that the application, together with all required documents, is received.
