Vladimir Anatolievich Gusakov was born in 1960.

In 1984, he graduated from the P. Lumumba Peoples’ Friendship University with a degree in Mathematics. From 1989 to 1992 he was a lecturer at the same University. He is a Candidate of Physical and Mathematical Sciences and an Associate Professor. In 2003, he graduated from the G.V. Plekhanov Russian Economic Academy with a degree in Finance. In 2008, he graduated from the President’s Russian Academy of Public Administration with a degree in Law.

From 1992 to 1994, V.A. Gusakov worked at the Russian Federal Property Fund organizing voucher auctions and investment tenders. From 1994 to 1995, he held the office of Deputy Head of the Securities and Financial Market Department of the Russian Ministry of Finance, developing regulations, registering security issues, and licensing professional securities market activities. From 1995 to 1998, he worked for JSB Imperial (having started as Head of the Securities Directorate, he later held the offices of Vice President and Deputy Chairman of the Bank’s Management Board). In 1998–1999, he held the office of Deputy Chairman of the Management Board of National Reserve Bank. He supervised projects for issuing and placing securities of banks and their clients, including the corporate bonds of Gazprom and LUKOIL placed on MICEX in the summer of 1999. In 1999–2001, he was Director of the Investment Attraction Department and Deputy General Director of the Agency for Restructuring Credit Organizations State Corporation, settling the debts to foreign creditors and to budgets of all levels of banks subject to restructuring, and organizing financing for the Agency’s activities. In 2001–2003, he was Deputy Chairman of the FGUP State Investment Corporation in charge of interacting with banks and other financial institutions; he was also involved in developing and implementing the system for financing housing construction for retired military servicemen. In 2003–2004, V.A. Gusakov was the Deputy General Director and a member of the MICEX Directorate, supervising financial activities and corporate development issues at the MICEX Group. From 2004 to 2007 he held the office of Deputy Head of the Federal Service for Financial Markets, coordinating and supervising the work of the Issue-Grade Securities Directorate, the Directorate for Organizing and Implementing Supervisory Arrangements in the Securities Market, and the Directorate for Information and Financial Market Monitoring. He headed the Expert Council on Corporate Management at the Russian FSFM. In 2008–2009, he was the President of CIG Group, working with the development of the Group’s strategy and business processes.

In the summer of 2008, V.A. Gusakov was appointed as a member of the Board of Directors of Russian Railways and a member of the Supervisory Board of the Housing Mortgage Lending Agency by the resolution of the Russian government. He has been a member of the National Stock Market Association’s Council since it was established in 1996; he is a member of the Non-Governmental Council of Financial Market Participants, the Expert Council on Corporate Management at the Russian FSFM, the Independent Directors’ Committee of the Russian Union of Industrialists and Entrepreneurs, and the Committee for Credit Organization and Financial Market Legislation of the Association of Lawyers of Russia.
